We work tirelessly to deliver excellence, accepting that sometimes, despite our best efforts, things slip through the net. Should you feel you have reason to complain, we encourage you to raise the matter immediately and allow us the opportunity to overcome that shortfall. Our staff are trained and qualified to PropertyMark standards. As a company we are accredited by PropertyMark, The Property Ombudsman, Considerate Contractors Scheme (CSS), and the Dispute Resolution Ombudsman (DRO). We rigorously enforce each respective code of conduct to ensure that your interests are safeguarded. Where we have been unable to satisfy a complaint internally, The accredited schemes act as wholly independent redress schemes for our clients, consumers and partners. The process for raising a complaint can be found below; ### Stage 1 In the first instance, please write to us. The grievance will be acknowledged in writing within 3 working days and then investigated thoroughly in accordance with our established in-house procedures. A formal written outcome of the complaint will be sent to you within 15 working days of your grievance being acknowledged by us. If we require longer than this timescale, we will advise you in writing and confirm our revised response date. With over 104,000 households now living in temporary accommodation (a 25-year high), a lack of housebuilding, record levels of migration, and a hostile BTL tax regime, resulting in a huge outflow of private landlords, it is hard to see how one single policy will address this structural (and growing) social issue. Supply into the sector is so acute, that a range of changes are needed to have meaningful impact. Just some of which are noted here: 1. Any future adjustments to the LHA should be taken independently and track annual private rental inflation; providing certainty and encouraging long term investment into the sector. 2. Councils to be encouraged, indeed highly incentivised, through their LATCOs, to draw on PWLB to purchase and improve property for housing needs; this would significantly accelerate supply, improve standards, and providing a huge environmental boost, helping to meet future targets. 3. Private landlords to be tax incentivised to use their properties for social and affordable housing purposes, with any property rented on a long term contract to a registered provider, local authority or LATCo, qualifying for tax reduction, and environmental improvement grants. Whilst Councils grapple with fiscal tightening, complex planning policy and supply chain inflation, demand continues to accelerate and the problem starts to feel insurmountable. Though no single policy or solution can create lasting structural change. The combination of LHA certainty, targetted borrowing, and public private partnership, all working together to increase long term supply, can have significant impact, supplimenting current housebuilding efforts. Working alongside our public and private partners, we have safely invested over £325m into the sector and housed over 3,000 families since 2018. We are passionate about creating meaningful change, and welcome the opportunity to provide support and advice. We call on the government for long term change, but until then, we continue to support our clients, finding creative and wide ranging solutions to this deep routed social problem. Following years of right-to-buy and rampant overseas investment, local authority supply has suffered resulting in widespread homelessness, leaving vulnerable families seeking long-term and stable housing. As supply becomes ever shorter, and inflation bites down, we would suggest that now the time for better public and private sector collaboration to tackle the looming crisis. Local authorities are understandably guarded against private partnerships and investment, but desperately need highly ethical and sustainable outlets of supply. For institutional investors, the Affordable housing sector provides long-term and stabilised income, whilst adding social value and environmental impact through property improvement, employment, and upskilling opportunity. So why hasn’t this shared need resulted in collaboration and partnerships on masse? We believe this can be attributed to cultural difference, fear, and misunderstanding. The perception that all investors are predisposition to squeeze every penny out of the deal, whilst all public sector departments are entirely risk adverse – neither of course being true. However, until this chasm can be filled, are we set to live in a state of paralysis – we don’t think so. We think the answer (at least in the short term) is to bring in a partner that understands and is able to navigate through the challenges and opportunities on both sides. With active contracts with both public and privately funded institutions, Madison Brook has been working to do just that. Successfully purchasing over 2,500 properties in the last 5 years, the proof is in the pudding. The report suggests 340,000 new homes are need every year. Of which over 140,000 need to be social. The challenge is huge, and as we have been saying for a long time there is no one initiative that is going to solve this problem singlehandedly. An estimated 8.4 million people in England are living in an unaffordable, insecure or unsuitable home, according to the National Housing Federation. The federation said analysis suggests the housing crisis was impacting all ages across every part of the country. It includes people facing issues such as overcrowded housing or being unable to afford their rent or mortgage. The government said housing was "a priority" and it had delivered 430,000 affordable homes since 2010. The research, carried out by Heriot-Watt University on behalf of the federation, used data from the annual Understanding Society survey of 40,000 people by the University of Essex. The figures were scaled up to reflect England's total population of nearly 56 million. The research estimated: - 3.6 million people are living in an overcrowded home- 2.5 million are unable to afford their rent or mortgage- 2.5 million are in "hidden households" they cannot afford to move out of, including house shares, adults living with their parents, or people living with an ex-partner - 1.7 million are in unsuitable housing such as older people stuck in homes they cannot get around and families in properties which have no outside space - 1.4 million are in poor quality homes- 400,000 are homeless or at risk of homelessness - including people sleeping rough, living in homeless shelters, temporary accommodation or sofa-surfingSome people may have more than one of these housing problems, the federation said. People were considered to be living in overcrowded homes if a child had to share their bedroom with two or more children, sleep in the same room as their parents, or share with a teenager who was not the same sex as them. Homes where an adult had to share their bedroom with someone other than a partner were also considered overcrowded. The report also estimated that around 3.6 million people could only afford to live decently if they were in social housing - almost double the number on the government's official social housing waiting list. Social housing rents are on average 50% cheaper than from private landlords, contracts are more secure and many properties are designed specifically for older people with mobility issues, the federation said. It said the country needed 340,000 new homes every year, including 145,000 social homes, to meet the housing demand. Kate Henderson, Chief Executive at the National Housing Federation, called for "a return to proper funding for social housing". "From Cornwall to Cumbria, millions of people are being pushed into debt and poverty because rent is too expensive, children can't study because they have no space in their overcrowded homes, and many older or disabled people are struggling to move around their own home because it's unsuitable," she said. A spokesman for the Ministry of Housing, Communities and Local Government said in 2018 the government built more homes than in all but one of the last 31 years. We have received a number of awards over the years, but this is the first time we have made the shortlist for this particular national level award. Our brand is built on trusted partnerships operating across a range of property services, we invest heavily in recruiting highly motivated, ethical and driven people who want more than just a job. These people are naturally passionate about helping others, and our Community Engagement (CE) initiatives are part of us delivering on this promise to them. Our experience is if you give to your local community, as a business in the long term you will be the net beneficiary. As a business we have been actively engaged with the community in a number of different ways. We ran an internship programme in partnership with the University of Greenwich, and are set to repeat this in 2020 and have actually expanded the programme to include Goldsmiths University. We have been closely engaged with our local Armed Forces community and signed the Armed Forces Covenant in June, and have also been supporting the Cystic Fibrosis Trust with a number of charity fundraising events. In 2018, **Madison Brook Homes** was created to directly address the shortage of decent homes in the UK’s social and affordable housing sectors. With over 1.4M households on waiting lists for social housing, and annual house-building delivery failing to match population growth, the UK’s housing problem is structural - and it is worsening. In London alone over 52,000 households are currently housed in Temporary Accommodation (TA). This includes over 120,000 children (up from 87,000 in 2014). This is housing arranged by Local Authorities (or London Boroughs) to house some of the UK’s most disadvantaged young families, until permanent solutions can be arranged. Alarmingly, over 74% of families housed this way have been in TA for over a year, and cases of families in TA for over 5 years are commonplace; often outside of their original (home) borough and away from their families and friends. To help address this problem, MBH is now partnered with a number of London Boroughs and Local Authorities to supply well-located, decent quality residential properties – in scale. Specifically, in West London, MBH is partnered with Lampton 360 to acquire, refurbish, let and manage homes on behalf of the London Borough of Hounslow. In East London, MBH is sourcing properties for Local Space on behalf of the London Borough of Newham. In total we have sourced over 400 properties in the last 12 months. Our aim is to provide well-located properties that are refurbished to a very high standard and well managed to ensure standards remain high. We believe that tenants in social and affordable housing deserve the same treatment and standards as their private sector peers. To supplement our sourcing of existing residential properties, we are also launching Madison Brook Modular – to deliver quick, comfortable and highly flexible homes for Councils most in need of turnkey housing solutions. MBI is an avid supporter of the Forces with a number of the team having served with them. Today we spoke to our latest person recruited directly from Armed Forces, our Chief Operating Officer (COO) Martin Hedley.***Hi Martin, can we start by asking how you found yourself making the transition from the seemingly very different worlds of the Army to property services?**Hi, I was lucky enough to serve for 16 years as an Infantry Officer in the Army, joining directly from University. In that time I did everything I could have hoped to achieve, and a whole lot more. I served all over the world including several overseas deployments to Afghanistan, Iraq and other interesting places. The whole time it was a privilege and honour to work alongside and lead fantastic young men and women. It remains a great career, but for me it was time for a fresh challenge and I always had a desire to go into business at some point. Property has always been a passion and it was sector I was actively looking to join during my transition period late last year. I was fortunate enough to meet Rob Lucy (MBI Group Director - and also ex Army!) via a mutual connection and after seeing first-hand the incredible journey that MBI is on, and meet some of the team, I jumped at the chance to become the group’s first COO in January. The property services industry and the Army aren’t that different really – both are fundamentally about people and building relationships. The context is different, but the core skills and values to be successful in both are very similar. Everyone from John Lipper (Group CEO) down has been incredibly supportive and I have learnt a huge amount about the industry in the last six months – although I appreciate there is still a lot to learn! Every day is different and my role takes me across all aspects of the business which is brilliant for someone with more of a generalist skill set. **Why is Armed Forces Day important?**This is an annual event to allow the Armed Forces to connect with society and for people to show their support for to the Forces – it always falls around the end of June and is marked by a number of large events held up and down the country. For me the most important aspect is it allows the public the chance to meet servicepeople and interact with them, ask questions, see their equipment, and just feel more connected to their Armed Forces. The nature of their duties means most of the Armed Forces are often away from large population centres and local security means their bases are understandably difficult to access. **I understand MBI plans to sign the Armed Forces Covenant soon?**Yes, that’s right. The Armed Forces Covenant is a formal pledge to support the forces community in a number of different ways from employment opportunities for ex-servicepeople, through to specific pledges to help with property related matters. It is because this year Madison Brook International has chosen CFT as a partner charity for 2019. First things first, what is Cystic Fibrosis? CF is caused by an inherited faulty gene that controls the movement of salt and water in and out of cells. Due to this a thick mucus builds-up in the lungs and other organs. A person with CF faces a wide range of challenging symptoms like difficulty with breathing and vulnerability to infection. One out of 25 people is carrying the gene without knowing it, and if both parents have it, the chances of a child developing CF is around 25%. The disease is detected during new-born screening as well as through simple carrier and antenatal tests. It is extremely tricky to diagnose CF due to various mutations and symptoms being similar to other lung diseases such as asthma and bronchitis. Even if spotted in the early stages CF cannot be cured completely. The effects can be mitigated by medication, physiotherapy, exercise and a healthy diet, personalised healthcare, and in extreme cases transplantation. The CFT is working to make lives of people affected by the gene unlimited. Their activity is focused on: - Funding research programmes - Developing a Clinical Trials accelerator platform to introduce new treatment opportunities - Supporting CF clinical teams working in the NHS - Communicating with patients and informing society about CF We are incredibly happy to share the news that a highly anticipated drug called Elaxcaftor has just been tested and is confirmed to be ‘generally well tolerated’. This new drug combined with existing medication can be used to mitigate effects of certain types of CF mutations. The Chief Executive of CFT David Ramsden said “Elaxcaftor could radically transform the lives of nine in ten people living with the condition in the UK”. Further collaboration between government, NHS and CFT is still needed for the medication to actually reach ones who need it, but the progress is promising. CF is particularly close to the hearts of everyone at Madison Brook International since we tragically lost Clare Ward a former colleague to the disease. Our first fundraiser was a Charity Quiz night on the 29th May which managed to raise over £3,330! Nevertheless, the fundraising effort has contined with the Great Slides 65 km walk in the Surrey Hills on the 8th June. URL: https://madisonbrook.com/tenant-fees-bill-passes-third-reading-in-lords/ Date: 2019-01-16 Author: Emma Handschuh Type: Post Following in the footsteps of the Second Payment Services Directive (ban on unfair card surcharges) back in 2018, the government has now moved to introduce legislation prohibiting unfair charges on tenants under the Tenant Fees Bill 2017-2019. Madison Brook International takes a moment to answer questions on what this might mean in practice: **Q. So, what is the Tenant Fees Bill?**A. Since 2017, the government has been working on proposed legislation to introduce a ban on unfair tenancy fees in England – following a similar introduction in Scotland in 2016. **Q. Why has the legislation been introduced?**A. In a bid to combat unfair costs and charges, it was agreed that consumers should be protected from costs relating to the initial granting of a tenancy. The legislation was then later amended to include protections on tenancy deposits sums, holding deposits and tenancy surcharges (for late rents), inventory & check-out costs, renewal costs etc. **Q. When does the legislation come into force?** A. On the 15th January 2019 the Bill passed its third reading in the House of Lords and is likely to receive Royal Ascent within weeks. It is anticipated that the legislation will become law on the 01st June 2019. **Q. Will I be able to reclaim tenancy costs paid before the 01st June 2019?**A. The legislation will only relate to tenancies signed after the implementation date. **Q. If a tenant has contracted to pay tenancy/check-out costs prior to this date, can they still be levied at the tenancy end?**A. It is unclear whether the government intends to restrict costs agreed in active tenancies at this stage – although we suspect the legislation will restrict all payments following its implementation date, so it is best to make preparations now. **Q. Does this mean that due diligence on my tenant may be reduced?**A. It is highly likely that some agents will be unable to sustain referencing and administration at the same level that is currently offered. **Q. Are there steps that I should take as a landlord to protect myself?**A. Yes, absolutely. We would recommend that you clarify the details of all referencing (and potential costs) at the point of instruction - if they haven’t done so already. You may also want to ask the agent to put this in writing. We would recommend that you use the services of an agent registered with a professional body – like PropertyMark and the TPOS – this will give you recourse if something goes wrong. **Q. Is it all doom and gloom?**A. Certainly not. Over 458,000 completions have taken place overall using one or more of the Help to Buy schemes of which 402,000 were first time buyers, the quarterly statistics show. The data also shows that first time buyers have now opened 1.2 million Help to Buy ISAs, offering Government bonuses of up to £3,000 on top of their savings, the average house price purchased through the schemes is £201,881 and over 93% of completions across the Help to Buy schemes have taken place outside of London. ‘We want to help as many people as possible experience the fantastic feeling of pride you get when you collect the keys to your first home. That’s why we offer the special Help to Buy: ISA for them to save, cut their Stamp Duty, and introduced a new Help to Buy Equity Loan to run until March 2023,’ said John Glen, Economic Secretary to the Treasury. Secretary of State for Housing, James Brokenshire, said that he is committed to making the housing market work for everyone and restore the dream of home ownership for a new generation. ‘It’s great news that since 2010 we have helped over half a million people get on the housing ladder, through programmes such as Help to Buy. We are determined to do more, which is why we have dedicated over £44 billion of investment to help deliver the homes communities need,’ he added. A breakdown of the figures show that the most completions using the Help to Buy ISA have taken place in the North West and Yorkshire and the Humber. In total, 169,980 completions have taken place across the UK since its launch in December 2015. The London Help to Buy scheme, which provides an equity loan of up to 40% for buyers in the capital with a 5% deposit, has helped 13,697 buyers across 33 boroughs purchase their own property between February 2016 and June 2018. More than 183,000 completions have now taken place through the Help to Buy Equity Loan scheme, which offers buyers up to 20% of a newly built home’s costs so they only need to provide a 5% deposit. By March 2021, the Government expects to have invested around £22 billion in the scheme, supporting up to 360,000 households into home ownership. Grainne Gilmore, head of UK residential research at Knight Frank, pointed out that the number of Help to Buy Equity Loans taken out in the second quarter of 2018 has risen to the highest level since the scheme began in 2013 ‘This uptick in activity may reflect the rise in new homes completions in the second quarter of the year, as well as discussions through this period around the future of Help to Buy. The Government has now confirmed that the scheme will be changed in 2021, and from then will only be available to first time buyers for a further two years, with regional caps on sale prices,’ she added. But more needs to be done when it comes to tax, according to Rupert Dawes, joint head of residential development at Knight Frank. ‘The latest numbers on Help to Buy released today will be seen as encouraging within the UK’s residential development sector. Its two year extension, announced early in the year, has given developers certainty for the medium term, helping to drive home ownership across the UK,’ he explained. ‘However, if the Government is serious about boosting home ownership, and reaching its annual housing target, it needs to address the high level of taxation when buying a property as well as supporting land owners and developers via a review of the planning system,’ he added. The statistics underline that there is considerable appetite for Help to Buy among home buyers, according to Kate Davies, executive director of Intermediary Mortgage Lenders Association (IMLA). She pointed out that the programme continues to stimulate the bottom of the housing ladder and indirectly support the whole of the UK property sector and 2018 looks set to be the strongest year so far for Help to Buy sales. ‘This further highlights that Help to Buy will remain invaluable in supporting home buyers into the next decade and will play a crucial role in helping to keep the housing market on an even keel during a period of heightened uncertainty as a result of Brexit,’ she said. ‘Mortgage brokers have remained indispensable in facilitating the Help to Buy remortgaging process, especially to first time buyers who have never navigated the home buying process before. Indeed, intermediaries’ role in the process is becoming even more important as early Help to Buy adopters seek a broader range of refinancing options, with a number of Help to Buy remortgage products already on the market to address growing demand,’ she explained. ‘We welcome Homes England’s commitment to work even more closely with lenders and mortgage brokers to provide regular policy updates and arm intermediaries with the vital information necessary for home buyers to successfully manage the Help to Buy process over its entire life,’ she added. URL: https://madisonbrook.com/bakerloo-line-extension-to-lewisham-is-happening/ Date: 2018-11-05 Author: Emma Handschuh Type: Post The Bakerloo line could be extended to Lewisham by 2029, TfL has confirmed, in its response to a public consultation on the much-awaited line lengthening. 4,800 responses were received in the consultation held in spring 2017. Here are the main take aways from TfL's reponse: - There is 'strong support' for an extension beyond Elephant & Castle — little surprise there. TfL, however, doesn't mention if any of this support is, in fact, for a suggested alternative Bakerloo line extension, which would have serviced Camberwell and Peckham — this idea has essentially been spiked - The extension will create two brand new station sites (working title Old Kent Road 1 and Old Kent Road 2), and add Bakerloo line stations at New Cross Gate and Lewisham. - Plans for Old Kent Road 1 focus on the site near to the junction with Dunton Road and Humphrey Street. Plans for Old Kent Road 2 focus on the site of the former Toys R Us (thank goodness it recently went bust then) near the junction with Asylum Road. Both locations had the most support in the public consultation. - There will NOT be an extra station added at Bricklayers Arms, situated between Elephant and Castle and Old Kent Road. Says TfL: "The proposal for an additional station would also considerably increase the overall cost of the extension as well as make journey times longer." This will come as a disappoint to the recent Back The Bakerloo campaign, which included a Bricklayer Arms station in their promotional tube map. - Elephant and Castle's Bakerloo line station and ticket hall could be integrated with the new Northern line ticket hall — potentially making travel at E&C less befuddling. That would be nice. - At least 25,000 new homes and 5,000 new jobs have been pledged by TfL, thanks to the proposed extension. Heidi Alexander, Deputy Mayor for Transport, said: "I'm delighted that plans for the Bakerloo line extension are continuing to progress. New Tube stations providing a direct route for commuters into the heart of central London and the joining up of key transport links across south London will reduce journey times and ease congestion, making a huge difference to the lives of thousands of south Londoners." There still isn't any word on central government approval and funding, which are necessary for the project to go ahead, so don't get out the party poppers just yet. Let's also hope that recent delays and overspend on Crossrail won't affect all this too much. They include areas such as Mayfair, King’s Cross, Earl’s Court and Farringdon in central London, as well as Camden, Shoreditch and Hackney, along with the Royal Docks, West Ham and Leyton. The analysis from real estate firm Knight Frank looks specifically at the potential performance of new homes in these areas and takes into account transport and infrastructure impact on prices between now and 2021. Since the firm’s previous development hotspot report published in 2015, there have been a number of changes triggered by political and economic policies with planning in particular seeing significant changes following the election of current London Mayor Sadiq Khan. The new development hotspots report features a wider geographical spread than previous reports. In terms of values, the majority are localities where new build developments are priced at under £800 per square foot and most are also outside zone 1. This emphasises the changing landscape for development in London, with a greater focus on affordability, the report says. One of the biggest impacts is likely to come with the opening of the Queen Elizabeth Line (Crossrail). ‘In many cases the opening of the high speed rail link from the end of next year has already been priced into sales values in and around station hubs, although for stations where large scale development is still in the pipeline, pricing could reflect this in the future,’ the report explains. ‘The changing dynamics of the London market in the last two years have also had an impact on the performance of some of our 2015 hotspots. Some of these areas have not seen the growth in pricing over the timeframe forecast, but are still seen as areas of opportunity,’ said James Keegan of Knight Frank’s residential development consultancy. ‘The financial demands of undertaking large urban renewal projects are material and it is essential that it is recognised by all parties that pump priming prices is a necessity, not only to ensure financial viability but also to encourage developers, through profit, to commit to these projects,’ he explained. ‘Given the current conditions, particular attention and emphasis is needed to ensure the built environment is of the highest quality. In particular we believe many schemes need to over stretch the upfront cashflow to deliver exemplar product set into a high quality realm. Where successful, the rewards will follow,’ he pointed out. ‘However, it is important that these are not seen just as super profit, instead they should be considered in the context of each scheme’s long-term heritage and environmental contribution,’ he added. Among the locations highlighted is Earl’s Court where prices currently at £1.650 per square meter are forecast to rise to £2,100 by 2021 while in Camden prices are projected to rise from £1,100 to £1,500 over the same timescale. East London has a number of areas where prices growth is set to be strong. The report forecasts that in the Royal Docks prices are set to rise from £800 per square foot to £1,000, in West Ham from £700 to £950 and in Leyton from £675 to £800. The report points out that the net supply of new housing London rose to 39,560 in 2016/2017, compared to the 66,000 new homes a year needed in the capital and this imbalance looks set to continue. ‘There are a number of areas of the capital where large scale development projects are currently taking place, many of which won’t be fully completed for a number of years. As demand continues to outstrip supply, these new neighbourhoods are expected to benefit and have the potential to outperform the wider market. However, the changing policy landscape could weigh on new supply in some areas,’ it concludes. The Chinese backed development enterprise Advanced Business Parks (ABP) have invested £1.7 billion to create the “[Asian Business Port](http://abp-london.co.uk/)” at Royal Albert Dock in London, with the prospects of creating more than 30,000 jobs and £6 billion to the local economy\*. So how did this initiative come about? Back in 2011, ABP announced its intention to bid to develop the Royal Albert Dock. Considering its unrivalled location near transport facilities such as London City Airport, Docklands Light Railway (DLR) and Crossrail, or destinations such as the O2 Arena, Olympic Park and ExCel London Exhibition Centre, the offers to transform the area into a business hub directly became a top priority for East London’s re-development agenda. In 2013 Boris Johnson, the former Mayor of London signed the £1.7 billion deal with ABP to start the transformation. In the following year, the proposals for the development at Royal Albert Dock were unveiled, followed by a public consultation which proved great interest to the public in Docklands improvements. The new business district will be home for the companies who seek to grow within a network, while also being the “engine” that will enable the economic growth of the Royal Docks. Furthermore, the area will be the new headquarters of major Chinese and Asian companies who seek to expand their market reach across Europe as well as opening new trading doors for European companies. However, if the market is opened up to new ways of selling houses, such as new internet services, there may be a need for fundamental change much sooner. 'The OFT wants the industry itself to drive improvement. Whilst that may be seen by some as impossible without some form of government intervention I would point to the impact the TPO Code of Practice has made over the past 20 years in driving up standards amongst sales agents,' adds Mr. Hamer. 'Until the Consumers, Estate Agents and Redress Act 2007 was implemented membership of the Ombudsman scheme was voluntary. When CEARA came into effect on October 1, 2008, more than 90 per cent of residential sales offices in the UK were members of my scheme – the majority had already signed up and agreed to adhere to the standards in the Code before it became compulsory, a positive development bringing about greater professionalism and greater consumer protection. 'The Code is easily understandable for agents and consumers alike and following it means good business practice and control at little cost to the agent. 'A formal regulatory regime would have potentially significant costs for the industry – those costs end up with the consumer and perhaps inevitably would lead to higher charges which are already often a source of dissatisfaction with those who feel that agents do not offer an acceptable service. 'Many agents I have spoken to appear to be enthusiastic about some form of licensing. Such a regime can only be seen as a good thing giving sellers and buyers confidence that the person they are dealing with is properly trained and licensed by a competent authority. Again that does not have to involve government intervention – the industry can build on what currently exists within initiatives being pursued by the National Federation of Property Professionals and the steering group for the proposed Register of Property Agents. 'I recognise that the current political environment means there is unlikely to be any wholesale change to legislation relating to home buying and selling. 'The market, though, is developing in its approach, use of technology and so on. The existing legislation for sales agents ranges from a 30 year old law (the Estate Agents Act 1979) through to a set of disparate regulations about various aspects of an agent's business and operation. I would support and encourage a review of how relevant these laws are to today's marketplace and to consumer expectations and protection. 'Whilst the industry can be encouraged to ever greater improvements, the relevant authorities should focus on those firms who display less support for improvement during the period any review of the legislation is taking place. 'That can be achieved partly by greater use of information which is available about firms' performance. Subject to legal restrictions, I support bodies such as ourselves passing information to Trading Standards or OFT about firms who act in a way which is clearly detrimental to consumers so that a proper decision can be made on whether those firms should continue in business. 'What is needed is a concerted and consistent approach by all concerned in the property sector.'
