Acting as a single delivery partner, we combined property acquisition, refurbishment and programme management to identify suitable homes, improve them to the Council’s standards and prepare them for occupation.

Working closely with Hackney’s housing and regeneration teams, we created a transparent, scalable model that helped accelerate housing delivery while supporting the Council’s long-term housing ambitions.

The challenge

Like many local authorities, Hackney faced growing demand for affordable housing alongside increasing financial pressures and a highly competitive property market.

The challenge wasn’t simply acquiring more homes. It was finding the right properties, improving them to the required standard and bringing them into use quickly, while ensuring every investment delivered long-term value for residents and the Council

The solution

Madison Brook delivered an end-to-end Purchase & Repair programme, managing every stage from property identification through to handover. We sourced suitable properties through our market network, carried out detailed due diligence and managed negotiations, surveys and conveyancing to support informed acquisition decisions. Following purchase, we delivered refurbishment works focused on safety, compliance, energy efficiency and long-term asset performance, creating homes ready for occupation. Throughout the programme, we maintained transparent reporting, programme oversight and collaborative working with Hackney’s housing and regeneration teams, helping the Council make confident decisions while keeping delivery on track.

 

The outcome

The programme brought underutilised properties back into use as safe, energy-efficient homes for local residents, increasing housing supply within established communities and helping reduce pressure on temporary accommodation. By combining acquisition with refurbishment, Hackney created high-quality homes while making better use of existing housing stock and delivering long-term value from every investment.

The programme also demonstrated a successful and scalable delivery model, helping the Council secure additional Greater London Authority (GLA) funding to expand the initiative and accelerate the delivery of more affordable homes across the borough.
