The challenge

Like many local authorities, Hillingdon faced increasing demand for affordable housing while working within tight financial constraints and a competitive property market. The challenge was not simply acquiring more homes. It was identifying the right properties, improving them to the required standard and bringing them into use quickly, while ensuring every investment delivered long-term value for residents and the Council.

The solution

Madison Brook delivered an end-to-end Purchase & Repair programme, managing every stage from property identification through to handover.

We sourced suitable acquisition opportunities, carried out detailed due diligence and managed negotiations, surveys and conveyancing to support confident investment decisions. Following acquisition, we delivered refurbishment programmes focused on safety, compliance, energy efficiency and long-term asset performance, creating homes ready for occupation.

Throughout the programme, we maintained transparent reporting, programme oversight and close collaboration with the Council, helping ensure quality, programme performance and value for money at every stage.

The programme increased the supply of affordable homes across Hillingdon by transforming underused properties into safe, modern and energy-efficient places to live.

Residents gained access to high-quality homes within established communities, while the Council was able to expand its affordable housing portfolio without the delays associated with new-build development.

The programme also demonstrated the value of Hillingdon’s Purchase & Repair approach, helping secure continued Greater London Authority (GLA) investment and creating the platform for even more affordable homes to be delivered across the borough.
