The Better Homes Partnership is Madison Brook’s leasing model developed to help local authorities increase housing supply through trusted partnerships with the private sector.

By bringing together acquisition, refurbishment, leasing, management, and asset performance, we act as one accountable partner from the moment an asset is identified to the day a resident moves in, and beyond.

Local authorities are under increasing pressure to reduce reliance on temporary accommodation while increasing the supply of safe, high-quality homes. Demand outpaces supply, yet acquiring or developing new housing takes significant capital and long time scales. Building new homes will always matter, but it isn’t the only route. Long-term leasing is faster and more reliable, letting councils secure high-quality homes without the capital and delay of development.

From survey to handover

  • Understanding the opportunity

    We assess condition through surveys and inspections, identifying where investment will improve performance, extend asset life, and create the greatest value.

  • Developing the investment strategy

    We define scope, budget, program, and delivery approach. This may include repairs, modernisation, retrofit, energy efficiency, damp and mould remediation, or wider enhancements.

  • Delivering the programme

    We coordinate contractors, monitor quality, and manage performance so works are delivered safely, efficiently, and in line with agreed outcomes.

  • Creating homes ready for the future

    Before handover, every property is safe, compliant and ready for its next chapter, whether returning a void to occupation, supporting the Better Homes Partnership or strengthening a portfolio.

How the Better Homes Partnership works

Every arrangement is built around one principle: a financially sustainable partnership that delivers value for local authorities, institutional investment partners, and the communities they serve. Councils gain access to professionally managed housing through agreed lease terms, without significant upfront capital, while investment partners benefit from stable income backed by the professionally managed assets.
